Subsequently, Dominic Cummings, in evidence to our inquiry, strongly criticised the then Secretary of State for naming this target, describing it as “an incredibly stupid thing to do.”272 However, Mr Hancock defended the target, saying to the Committees, “that 100,000 target was essential in galvanising the whole system and building a diagnostics organisation and ecosystem in this country.”273 The 100,000 target was announced as having been achieved by 30 April, although to do so required including tests which had been distributed by mail but which had not been processed.
