The Civil Contingencies Secretariat should be empowered to ‘stress test’ plans and to ensure that Departments are able to carry out a contingency plan if required. The details and results of these stress tests should be included in the Cabinet Office’s annual report.

The government accepts this recommendation. During COVID-19, the CCS has been at the forefront of the government’s response. In the months ahead, as part of the wider work on resilience being undertaken by the Cabinet Office, the CCS will continue to develop its capabilities and expertise. It will also build on its strong working relationships with departments and partner organisations, continuing to challenge assumptions and test plans. As previously announced, the government is developing a new cross-government Resilience Strategy. This will take a whole-system approach to strengthening the UK’s resilience to a range of threats and hazards, including those on the National Security Risk Assessment. The Resilience Strategy will set out the government’s approach to building resilience, setting clear goals and objectives, and improving the UK’s ability to anticipate, prevent, prepare for, respond to, and recover from future shocks. A key part of this will be ensuring that the CCS has the right tools and capabilities to deliver its important role. Updates on progress against the Resilience Strategy will be provided regularly through the relevant Cabinet Office reporting mechanisms.
