Conclusion
Building on the experience of staff working more flexibly during the pandemic and to enable more flexible staffing in the NHS, NHS England and Health Education England should develop proposals to better enable NHS staff to change clinical specialty mid- career and train in sub-specialties. (Paragraph 74) Lockdowns and social distancing
Government Response

HM Government Acknowledged
The government partially accepts this recommendation. NHS England and Health Education England (HEE) are working together to create a more flexible workforce that can support a modern and sustainable health and care system. This includes: ● NHS England and HEE are working to ensure that the medical workforce is developed to support changing patterns of care, new roles and new ways of working. This involves ongoing work to increase the supply of doctors to meet population need. ● There are several routes available to doctors wishing to change clinical specialty, depending on the amount of training and experience they have. These routes are all specialty specific and at the discretion of the relevant Royal College. For doctors who wish to gain a new specialty without committing to full retraining, CESR (Article 14) provides a route by which they can demonstrate that their skills and experience are equivalent to CCT-holders. ● HEE is working with the Royal Colleges to ensure that curricula are more flexible. This would ensure that doctors can train in sub-specialties, and develop more rounded experience across a range of disciplines. ● The NHS People Plan includes commitments to improve access to flexible working for staff and to provide more opportunities for career development. This will help to create a more flexible and adaptable workforce that can respond to changing needs. ● NHS England and HEE are also working to improve the training and development of nurses, midwives, and allied health professionals. This includes expanding the number of training places available, and developing new training pathways to support career progression.
