In a pandemic, the scientific advice from the SAGE co-chairs to the Government should be published within 24 hours of it being given, or the policy being decided, whichever is the later, to ensure the opportunity for rapid scientific challenge and guard against the risk of ‘groupthink’. In addition, minutes and SAGE papers should be published within 48 hours of the meeting taking place.

The government partially accepts this recommendation. The government recognises that transparency is an important tenet of building and maintaining public trust, especially during a public health crisis, and the importance of making information available to the public. SAGE provides independent scientific and technical advice to support government decision makers. The government is committed to publishing the evidence that informs decision making, and the release of SAGE advice and data during the pandemic has been on an unprecedented scale. Throughout the pandemic, the Government Office for Science and individual government departments have published (and continue to publish) a large volume of documents relating to SAGE. Whilst the government is committed to continuing to ensure transparency and promote public trust, it does not believe that the publication of advice in the timescales recommended is always possible. SAGE meetings often discuss highly complex issues, and members need to be able to freely express their views in order to provide the best possible advice. The government must also ensure that any advice being released has been properly considered and is of high quality. This requires appropriate quality assurance and careful consideration by officials, alongside ensuring that the release of such material is compliant with relevant legislation. Furthermore, some advice may be of such a sensitive nature (e.g., relating to ongoing negotiations) that its immediate publication would not be in the public interest.
