The government accepts this recommendation. The government recognises the importance of immediate flows of data between bodies relevant to an emergency response and is committed to ensuring that information is shared quickly and effectively. The government is actively working to improve data sharing arrangements, including through the development of data standards and protocols. A data strategy is being developed by the Civil Contingencies Secretariat, working with key stakeholders, including local responders, central government departments and agencies, and the devolved administrations, to ensure that data can be shared quickly and effectively during an emergency. Existing mechanisms are in place to resolve disputes quickly and decisively. These mechanisms include escalation to senior officials and ministers, as well as the use of independent arbitration. During an emergency, decisions are made quickly and decisively, based on the best available information.
