We asked the Department whether it had mechanisms in place to capture any unexpected downsides of the design. The Department responded that it would identify adverse consequences through its oversight regime. NHS England added that it will be easier to identify downsides where it has hard metrics, and that it is keen to improve their data and real-time analysis.34 The Department subsequently wrote to us with additional information on how it plans to assess and monitor the benefits of the Hospital 2.0. design. It is developing a standard operating model to help trusts identify benefits and the associated impact on revenue and workforce requirements. It is also developing benefits management plans to monitor realised benefits and potential downsides.35
