Recommendation
The Panel recommends that central government documents relating to Hillsborough which were disclosed to the Panel be transferred to The National Archives at Kew in due course, with redactions agreed by the Panel retained.

Site note: A full-text search of The National Archives’ Discovery catalogue for the phrase “Hillsborough Independent Panel” returns two records in the whole catalogue: series HO 536, the Panel’s archived website, and a House of Lords Journal Office entry for the command paper. Neither describes central government documents disclosed to the Panel, or records transferred with the Panel’s agreed redactions retained. The same search returns HO 536, so the query works. Searched 19 September 2026.
