Recommendation
The regulatory body should consider (i) after the introduction of requirements for the demonstration of SMS and auditing of compliance with it; and (ii) after experience in the operation and effectiveness of such requirements whether and to what extent it will be appropriate to retain the present system of certification (para 21.64).
