Recommendation 11: Objective assessment before referral or removal
From The Report of the Inquiry into the Removal of Children from Orkney in February 1991, published 27 October 1992.
Recommendation
In cases of child sexual abuse neither a referral nor a removal of a child should be undertaken unless both an objective assessment of the situation has been made and in addition meticulous planning, so as to balance the risk inherent in intervention against the success of the legal process (15.28).
