The provider must take action regarding the development and implementation of descriptive, specific and informative care plans that would enable staff to meet people’s assessed needs and manage behaviours that challenged the service in a consistent way.
Regulation 12 (Safe care and treatment)
At our comprehensive inspection of Eleanor House on 8 and 9 January 2015, we found that care and behavioural management plans were not descriptive enough to support staff to deliver safe care and treatment.

The provider must take action to ensure there were sufficient numbers of suitably qualified, skilled and experienced staff available at all times. This was to ensure people who used the service were provided with appropriate meaningful opportunities for social interaction and enable people requiring support from two staff to receive their care and support without having their freedoms and human rights restricted.
