Care and treatment of service users must only be provided with the consent of the relevant person. (2) Paragraph (1) is subject to paragraphs (3) and (4). Systems or processes must be established and operated effectively to ensure compliance with this requirement. Such systems or processes must enable the registered person, in particular, to assess, monitor and improve the quality and safety of the services provided (including the quality of the experience of service users in receiving those services) and assess, monitor and mitigate the risks relating to the health, safety and welfare of service users. Maintain securely accurate records.

Persons employed by the service provider in the provision of a regulated activity must receive such appropriate support, training, professional development, supervision and appraisal as is necessary to enable them to carry out the duties they are employed to perform.
