HMP Wymott faces significant challenges including a rise in violence and self-harm, severe staff shortages impacting safety and regime, and inhumane conditions on A and B wings where refurbishment is repeatedly delayed. Overcrowding forces prisoners to double up in unsuitable cells, while healthcare struggles with inadequate facilities and high agency staff reliance. The Board commends efforts in education and resettlement, and the positive feedback on the new J wing.
Positive Findings
The Board commends HMP Wymott for generally keeping prisoners safe and for improvements in education, with a full programme of courses and positive staff-prisoner relationships. Positive feedback was received for the new J wing units and in-cell telephony. The Recoop buddy system supporting older and disabled prisoners is a notable success, serving as a model for other prisons. Efforts to restart key work, improve the complaints process, and develop resettlement provision, including employment days with local employers, are welcomed.

The continued appalling state of the showers and toilets on A and B wings and the increased use of ‘doubling up’ in cells that are not suitable for two. The Board considers that it is inhumane that some prisoners must eat their meals sitting on their bed or their toilet because the cells are not big enough to accommodate two chairs.

Prisoner poverty is another issue of great concern. Prisoner pay has remained static whilst the price of essential canteen items has rocketed. Many prisoners do not have any external source of money and are unable to pay for the basics. This is a recipe for bullying and debt.

Healthcare has continued to struggle with inadequate accommodation to run primary care clinics and carry out mental health interventions. Shortage of both nursing and pharmacy staff has hampered the delivery of services to the wings.

The Board remains concerned about the number of prisoners serving indeterminate sentences for public protection (IPP) being held at Wymott... The Government’s refusal to offer these men a sentence review means that there is little incentive or opportunity for them to progress. Those who do manage to gain release are often vulnerable to recall, sometimes for relatively minor breaches.

Healthcare is particularly affected by a reliance on agency staff (up to 60%), and key work, though restarted, is not consistently delivered as envisaged. Probation officer vacancies are also a major concern, affecting offender management.

Healthcare services at HMP Wymott continue to struggle with inadequate facilities, including an undersized and poorly ventilated healthcare centre. Significant staffing shortages, particularly of nursing, pharmacy, and mental health staff, lead to a heavy reliance on agency workers (up to 60%) and impact service delivery and therapy provision. While the GP waiting list has improved, dental care still has a long wait of 135 days, and issues with the appointments system and tracking of healthcare complaints persist.
Regime & Daily Life
The regime at HMP Wymott has been significantly impacted by staff shortages and lingering Covid restrictions, leading to frequent wing lockdowns and reduced time out of cell, particularly on weekends. Access to the library and gym has also been restricted at times. The sports field has been lost to future development, further limiting recreational opportunities.
