Summary: We found fault by the Council on Mr Y’s complaint about its failures for several years to ensure his son attended school. It failed to send him copy minutes promptly, delayed, failed to follow its own Practice Standards, and had weak management oversight. This caused him and his son distress. The agreed action remedies the injustice caused.

Mr X complained the Council failed to meet its duty under the Childcare Act 2006 to ensure sufficient childcare was available for working parents. We have found no fault by the Council.

Summary: We will not investigate this complaint about the way the Council revoked Mr X’s taxi licence. This is because it was reasonable to expect Mr X to use his legal right to appeal to the magistrates’ court against the revocation of the licence.

Summary: The complainant (Mr X) said the Council had failed to update his wife’s (Mrs X) direct payments with the inflationary increase from April 2023. We found fault with the Council’s lack of action as well as with the inadequate communication with Mr X and its failure to respond to his complaint. The Council’s fault caused Mr X frustration. He spent much time contacting the Council and other organisations. The Council agreed to apologise and make symbolic payments to recognise Mr X’s distress and his time and trouble. The Council also agreed to carry out some service improvements.

Summary: Mr B complained about the care provided by a care agency, the Council’s and the agency’s communications with him and the agency’s records. We have not found fault with the care provided by the agency or the Council’s and the agency’s communication with Mr B. However, there was some fault in the agency’s record keeping. The Council has agreed to apologise and to remind the agency of the importance of good record keeping.

Summary: We will not investigate this complaint about the Council’s decision on a Council Tax discount because it is reasonable for Ms X to appeal to the Valuation Tribunal.

Summary: We will not investigate this complaint about the Council’s decision not to award Mr X higher banding status on its housing register. This is because it is unlikely an investigation would result in finding fault with the Council’s actions.

Summary: We will not investigate this complaint that the Council failed to provide important documents to the Planning Inspectorate during the complainant’s appeal against her refused planning application. The operation of the appeal process falls outside the Ombudsman’s jurisdiction.

Summary: Mrs B says the Council failed to provide her with clear guidance about the disabled facilities grant process, failed to properly consider her needs, failed to take action when the works completed by the contractor are not fit for purpose and wrongly paid the contractor. There is no fault by the Council.

This is because the enforcement fees and charges were entitled to be added as they are the result of the complainant’s non-compliance with a court issued liability order for unpaid council tax.
