Summary: We will not investigate this complaint about the Council’s garden waste collection service. This is because the complaint does not meet the tests in our Assessment Code about which complaints we investigate. The injustice to the complainant is not significant enough to warrant an investigation and the service has now improved. We could not therefore achieve anything more.

Summary: We will not investigate Mr X’s complaint about the Council charging him £25 for waste collection items to replace those not left by the former owner of his house, Mr Y. There is not enough evidence of Council fault, and the matter does not cause Mr X a significant personal injustice, to warrant us investigating.

Summary: There is no fault in the Council’s decision to place Mr X in housing band C. There is no evidence to support a move to a higher priority band from the information supplied to the Council. This complaint is not upheld.

Summary: Mr X complains the Council is breaching the Equality Act 2010 by discriminating against disabled cyclists. We do not intend to investigate this complaint. This is because only the courts can decide whether the Council has breached the Equality Act. And the responses show the Council has considered Mr X’s needs and balanced those against those of everyone. We cannot consider the merits of this decision.

Summary: Mr X complains about the Council’s handling of noise nuisance complaints he made against a business which operates close to his. We will not investigate the complaint because we are unlikely to find evidence of fault by the Council.

Summary: We will not investigate this complaint about the removal of a pedestrian access following a Council grant of planning permission nearly 20 years ago. This is because it is unlikely we can add to the investigation already carried out by the Council and an investigation is unlikely to lead to a different outcome.
