G did not receive provision for the 15 hours a week she attended the nursery between June 2022 and December 2023. We find fault with the way the Council amended G’s Education, Health and Care (EHC) Plan in anticipation of her transfer to school. Due to a lack of capacity, the Council then applied a blanket policy and failed to consider G’s individual circumstances which delayed her full-time attendance at a special nursery.
