We have not found the Council failed to have regard for guidance or evidence when it made its decision. We therefore cannot question the decision the Council made. However, we have found the Council acted with fault by often changing its position

Summary: We will not investigate this late complaint about a housing benefit overpayment. Miss X knew about the Council’s intention to recover the overpayment in 2018, and she could have complained sooner.

We have found no evidence of fault in the way the Council considered these matters. So we have completed our investigation.
