Summary: We will not investigate Ms X’s complaint about the Council’s involvement with her children. This is because the law prevents us from investigating anything that has or is the subject of court proceedings.

Summary: Ms X complained the Council failed to consider medical evidence she provided in relation to her housing application and failed to treat her as homeless and provide interim accommodation. We cannot consider whether the Council was at fault for not treating Ms X as homeless as she has already sought a remedy through the courts. We find no fault with how the Council considered Ms X’s medical evidence.

Summary: We will not investigate Mr X’s complaint about the Council sending a Penalty Charge Notice to his previous address, and it did not take his vulnerabilities into account. This is because he has already appealed to the Traffic Enforcement Centre for the Penalty Charge Notice. The Council has already written to Mr X to accept that it did not contact him after he disclosed his disability. It has apologised and taken steps to improve its process. I consider this to be a satisfactory remedy to this part of the complaint.

We find the Council at fault for failing to check and monitor the provision, for delays in issuing the final amended Education, Health and Care Plan, and for poor complaint handling. These faults caused loss of provision, avoidable distress, uncertainty, and unnecessary time and trouble for Mrs X. The Council has agreed to apologise, make a payment to Mrs X, and take action to improve its services.

Summary: We will not investigate this complaint about the Council’s decision not to conduct a safeguarding investigation concerning Ms X. This is because there is insufficient fault to warrant an investigation.

Summary: We will not investigate this complaint about entitlement to a Council tax reduction because the complainant has appealed to a First Tier Tribunal.

Summary: The Council was at fault for the poor standard of care Mrs X received in Frindsbury Hall, a Council commissioned Care Home. The Care Home failed to carry out some of Mrs X’s care in line with her care plan. This has caused distress, frustration and uncertainty about the care Mrs X was receiving and impacted Mrs X’s dignity. The Council has agreed to apologise and make a symbolic payment to remedy the injustice caused. It has also agreed to provide us with a copy of its follow up visit to the Care Home from November 2025.

Summary: We will not investigate Miss X’s complaint about the Council’s decision not to consider her complaint about its child protection involvement with her family whilst the case is subject to ongoing court proceedings. This is because there is no sign of fault in the Council’s decision.

Summary: Miss X complained about the Council’s lack of action and response to her reports when her landlord delayed fixing various disrepair issues at her property. We found the Council at fault for letting the case drift and the late point it found a Category 1 hazard. This caused Miss X significant uncertainty and distress. The Council has agreed to apologise, pay a symbolic payment, and take action to prevent future recurrence of fault.

Summary: We will not investigate this complaint about a Council tax premium and listing advice because there is a right of appeal to a Valuation Tribunal and there is insufficient evidence of fault by the Council.

Mrs X says Mrs Y does not have enough funds to cover the fees being requested by the Council. Mrs X says this has caused the family distress. We have found fault in the actions of the Council for delay in confirming what information it needed to complete the financial assessment. The Council has agreed to issue an apology, discuss the information it needs to complete the assessment and completes service improvements.
