Summary: We will not investigate this complaint about the Council’s decisions on the payment of council tax support, single person discount and the liability for council tax payments. It was reasonable for Ms X to appeal to the Valuation Tribunal to challenge these decisions.

Summary: We cannot investigate this complaint about a parking penalty charge notice. This is because Ms X has appealed against it to the Traffic Penalty Tribunal and the matter is therefore no longer within our remit.

Summary: We will not investigate this complaint about the Council’s policy on its employees’ use of its toilet facilities following the UK Supreme Court ruling on sex in the Equality Act as Mr X is not caused a level of personal injustice from it that would warrant our further involvement.

Following Miss X’s complaint to us about a penalty charge notice, the Council has apologised to Miss X, cancelled the penalty charge and issued a refund. Miss X has therefore achieved the outcome she was seeking. Further investigation is unlikely to achieve anything more.

Summary: Miss X complained the Council did not provide her child with full time education and failed to meet statutory time frames. She says this impacted her child’s education and emotional wellbeing. We find the Council at fault which caused injustice. The Council will a payment to remedy the injustice.

Summary: Miss C complained the Council failed to investigate safeguarding concerns she raised and failed to deal with her complaint. The Council delayed considering the safeguarding issues and referred Miss C to the commissioned service to complain. That delayed repayment to Miss B and caused Miss C distress. An apology, payment to Miss C and evidence of the action the Council has taken in response to the issues raised is satisfactory remedy.

Summary: Mr X complained that the Council did not ensure that the day Nursery, which his son attended, provided itemised invoices for additional services over and above the free education entitlement. We do not find fault with the Council’s actions. Therefore, we are closing the complaint.

Summary: We will not investigate this complaint about assessment of adult social care needs. The Council has accepted failures in process and apologised for it. We are satisfied with this action and could not say these errors caused the NHS decision to stop arranging the person’s care.

Summary: We will not investigate this complaint about the Council's handling of an insurance claim for damage as any Council fault did not cause injustice sufficient to justify our further involvement and the complainant had the right to make a claim in court.

Summary: Mrs X complained about the Council commissioned care package her mother, Mrs Y, received after discharge from an intermediate care facility. There were faults in the information the Council provided when commissioning the care package and care workers were unable to use the equipment. There were also faults in the way the Council and the Trust responded to the complaint. The Council and Trust have agreed to apologise and makes payments to Mrs X and Mrs Y to acknowledge the distress, frustration and uncertainty they were caused by the faults with the care arrangements. Summary: We will not investigate Ms X’s complaint about the Council pursuing her for unpaid council tax. This is because Council has taken court action and the law prevents us from considering complaints about matters that are subject to court proceedings.

Summary: A care provider complained that the Council had failed to make payments due in respect of care and support it had delivered. There was fault by the Council. It failed to make payments on time and failed to resolve matters when the care provider complained to it. The Council has made improvements to its processes to stop this from recurring. The Council should resolve the outstanding invoices and make an interest payment to the care provider.

Summary: There was fault in the way the care home provided care to Mrs C. This has caused distress to Mrs C and her daughter. The Council has agreed to apologise, pay a financial remedy and carry out a service improvement to address the injustice.

Summary: We will not investigate Mr B’s complaint about the Council’s decision to issue a Penalty Charge Notice. This is because it is reasonable to expect Mr B to challenge the Council’s decision through its appeals process and then a tribunal.

Summary: We will not investigate Ms X’s complaint about noise nuisance from a neighbour. There is insufficient evidence of fault to warrant an investigation.

Mrs X complained about the Council’s failure to provide tutoring for her child Y, when Y could not go to school, and delay approving funding for a special school place. As a result, Y was out of education until April 2024 and Mrs X could not work and experienced avoidable distress and frustration.
