Conclusion
The White Paper will give the Secretary of State the ultimate responsibility for appointments to NHS boards. Given the concerns about the potential politicisation of the NHS, there will need to be full transparency in the appointment process. We therefore recommend that the Bill sets out the criteria by which the Secretary of State will use this power so that appointments and vetoes decided upon can be assessed.
