Recommendation
The additional powers proposed for the Secretary of State have the potential to provide a more agile response to the changing health and care landscape. However, that power requires a commensurate level of Ministerial accountability and Parliamentary scrutiny. We believe that the Bill should set out in detail the extent of this power and the restrictions on its use - including bodies that would be outwith the scope of the power—so that it does not become an unfettered power to chop and change the ability of arms’ length bodies to carry out their important roles.
