While we welcome the commitment to consider improving transparency for flood risk advice, the Government must ensure that any development which still goes ahead against advice is clearly communicated to prospective homebuyers. The Government should ensure that information on development against flood risk advice is published in a clear and accessible form.

The Government recognises the importance of transparency in the planning process and the need for prospective homebuyers to be able to make informed decisions about purchasing a property. The Government has made considerable improvements to household flood risk information in recent years. The Government provides free flood risk information to the public via the Environment Agency’s Flood Map for Planning service14 and Long-Term Flood Risk Assessment tool.15 These tools provide information on flood risk from rivers, the sea, surface water and reservoirs. The Government is committed to improving the information available to homebuyers. It has required property sellers to disclose flood risk in property information forms since 2013 and has worked with the Law Society and the insurance industry to improve guidance available to conveyancers. The Government will continue to keep under review what more can be done to provide transparency around flood risk in planning and to provide this information in a clear and accessible form for prospective homebuyers.
