Delivery risk is particularly acute in sectors that rely on technologies not yet available at scale and subject to significant cost, supply, and investment uncertainty. While policy frameworks exist in principle, they do not yet provide a sufficiently credible or transparent basis for delivering the scale of emissions reductions assumed in the Climate Change Committee’s pathway.
