We reiterate our previous recommendation in our report on Airport Expansion, and that of the Climate Change Committee, that the Government should provide Parliamentary time to legislate to include international aviation emissions within carbon budgets and the UK’s net zero targets, before laying the draft Carbon Budget Order.
