We recommend that the Government review the feasibility of its aspiration to achieve a minimum of EPC band C by 2035, given current progress on improving energy efficiency. As well as setting out how it plans to meet existing targets, it should set out a strategy to increase ambition in line with its commitment to net zero through its Heat and Buildings Strategy.

As outlined above, the Government remains committed to the ambition set out in the Clean Growth Strategy, that as many homes as possible are improved to Energy Performance Certificate (EPC) band C by 2035, where practical, cost-effective, and affordable. We believe this still represents good value for money, and we are focussed on introducing a comprehensive range of policies and proposals that deliver it. The Heat and Buildings Strategy will set out our policies and plans for the 2020s, demonstrating how they work together to ensure we are on track for net zero by the end of the decade.
