Recommendation
We have already made recommendations on extending the Government’s commitments to transparency of Free Trade Agreement negotiations to the negotiations with the EU. Given the cross-cutting nature and complexity of the EU relationship, we also recommend that the Government publish an Annual Report on the implementation of the Strategic Partnership ahead of each subsequent UK-EU summit and enable a debate on this document in the House of Commons. This should cover progress made in the previous year on commitments made in the Common Understanding, as well as the implementation of new mechanisms for cooperation established under the Security and Defence Partnership. The Government takes its ongoing commitment to scrutiny very seriously – it is a vital part of the Government’s accountability to Parliament. We are committed to being open and transparent in our engagement with Parliament regarding implementation of the Summit outcomes and further negotiations to put into effect what the UK and EU have agreed, including through formal evidence sessions, correspondence and private briefings to this Committee. This was demonstrated ahead of the first UK-EU Summit, where the Minister for the Cabinet Office met with the Foreign Affairs Committee Chair and wrote to the Committee. Following the summit, Minister Doughty and the Minister for the Cabinet Office jointly appeared before the Committee to provide further insights and updates. The Prime Minister also made an Oral Statement to Parliament the day after the Summit, with Ministers continuing to make oral and written statements on progress in negotiations since. We will use the annual summit process to drive forward implementation of the Common Understanding, and will continue to be open and transparent in our engagement with Parliament regarding future Summits. In regards to existing agreements, the Government provides biennial reports to Parliament on the implementation of the TCA (most recently in September 2025), alongside a range of other scrutiny commitments. We recognise that some of the agreements made at the 2025 Summit will mean a different relationship with the EU and its institutions and laws. We of course keep scrutiny commitments under review and we will ensure that the appropriate arrangements are in place as we move forwards to the next stage.
