Government Response Summary
The government agrees that third-party certification alone is insufficient for transparency and accountability, and has announced an independent review into testing, deferring action until its findings are considered.

HM Government Deferred
The Government agrees with the Committee that third-party certification alone is unlikely to provide the improvements in transparency and accountability that we also think are needed. The Government has announced an independent review into testing. The review will identify gaps and risks in the testing and certification system, and the Government will then consider how to respond to the findings.
