As part of its response to this report, the government must publish further evidence to justify why it has proposed a 40-year transitional period before a change to peppercorn ground rent, instead of a 20-year transition. This should include publishing the data behind its modelling of the estimated value transfer for transitional periods, to allow analysis of increments between 20 years and 40 years.
