While the government is right to be mindful of its wider housing policy objectives, including its target to deliver 1.5 million homes during this Parliament, we believe that phasing out leasehold flats is an imperative to deliver greater security and affordability for future flat buyers. Blocks of flats will remain an important part of the housing mix in the coming years, but meeting the 1.5 million homes target by entrenching leasehold would not constitute success.
