We are disappointed to hear a postcode lottery of local authority regulation and enforcement of standards in the private rented sector has persisted for many years. Far too many local authorities are failing to protect tenants and provide a meaningful deterrent against rogue landlords. While local authorities should continue to have discretion over the way they regulate their local private rented markets, the government must do more to ensure councils are held accountable for their performance. (Conclusion, Paragraph 107)
