Overall, our view is that the Renters’ Rights Act and other reforms to raise standards constitute a proportionate package of measures that will improve housing conditions for tenants, without having a substantial adverse impact on supply. These reforms need to be a complemented by measures to give greater protections to renters at the lowest end of the market, who are more vulnerable to rent increases and other potential unintended consequences.
