Uncertainty over the eventual cost of the digital ID scheme make it impossible to take an informed view on whether it will prove a worthwhile undertaking, even if the operational and security challenges examined in this report were to be resolved. The government was, however, right to say that the digital ID should be built in-house, from the perspective of both cost and public trust. (Conclusion, Paragraph 142)
