Tax commissions may play a role in helping reform particular areas, for example tax reliefs. However, the Government already has an effective tax policy making framework, and an overarching tax reform commission is unlikely to be able to achieve anything that the Government could not do anyway by setting out its tax strategy and by following its tax policymaking process.
