The Government recognises that aligning the allocation of grid capacity with the planning consenting process is critical to avoiding delays to projects. The Electricity Networks Strategic Framework, published in August 2022, sets out Government’s intention to streamline the connections process for all network users. This includes our intention to explore options for addressing projects which apply for connection with no clear route to securing planning permission, with the aim of ensuring grid capacity is available for projects which are more ready to connect. This work is being taken forward with Ofgem and National Grid ESO. On 17th November, Ofgem and National Grid ESO published an open letter setting out a package of reforms to the connections process for transmission and distribution networks across Great Britain. These reforms include enabling National Grid ESO to terminate connections for projects that are not progressing, to free up capacity for viable projects. They also contain proposals for a new, more efficient connections process which will better manage the connections queue and allow National Grid ESO to better manage projects to connect more quickly, including through the introduction of a new ‘2-stage offer’ for connection which could allow developers to apply for planning permission and grid capacity at the same time. The Government will continue to work with Ofgem and National Grid ESO to take forward these reforms.
