Conclusion
We are pleased to hear that there is a positive, productive and effective working relationship between the UK and Welsh Governments as it relates to supporting and managing offenders in Wales, and we welcome the development of initiatives, such as the use of secondments among officials, to align and harmonise the work of the two governments. However, we are concerned that much of this relationship depends on the goodwill and effort of a number of officials and ministers, and, in some cases, is not underpinned by any formal frameworks.
