The Government accepts recommendation 7. The government is aware of reports concerning restricted access to school toilets and the potential impact this can have on pupils’ health and wellbeing, particularly for those with menstrual health needs. The Department for Education (DfE) will investigate the extent to which this is happening across schools and will work with school leaders to ensure that pupils have appropriate access to toilet facilities throughout the school day. The DfE will provide guidance to schools on best practice for managing toilet access, emphasising the importance of balancing pupil safety and wellbeing with the need to maintain an orderly learning environment. This will include encouraging school leaders to explore alternative approaches to tackling issues regarding discipline that do not involve restricting access to essential facilities.
