Government strategies to end rough sleeping must take into account that women are more likely to manage their homelessness by making themselves less visible. Using this as a coping strategy can expose them to further risks. More hidden forms of homelessness, including less visible rough sleeping, merit attention and resources equal to that given to more visible forms of homelessness. (Recommendation, Paragraph 94)
