We agree with the Second Pensions Commission that current policy is not grounded in clear objectives for adequacy and that it would help guide future policy to define what ‘adequate’ means in a way that accurately represents pensioners’ financial resources across the income distribution. An adequacy objective would help guide future policy decisions, for example, as to how the State Pension is uprated. (Conclusion, Paragraph 28)
