In the next annual statement on prison capacity, the Government should set out not only how it intends to manage the demand and supply of prison places, but also the steps it will take to ensure that rehabilitation is not compromised. This should include measures to improve access to purposeful activity, maintain family relationships, and ensure prisoners are placed in establishments that support their progression and resettlement.
