Recommendation
The Secretary of State should publish the reasons he has determined that nine of the 38 revived inquests should return to coroners. These reasons should be specific to the facts and circumstances of each individual case, not generalisations about the nine cases as a group. The government should also amend the bill to place a duty on the Advocate General to publish his reasons for making a direction under new section 16AB(2)(a) or (b) of the Coroners Act (Northern Ireland) 1959.
