It aims to deliver £700m in recurring savings, while protecting audience value, by 2027-28. It further announced in February 2026 an additional savings challenge of c.10% of costs by March 2029. These are estimated at around £500m, and saw an announcement of 550 job cuts in news, nations and TV and radio content in June 2026. The PAC’s 2025 report into the BBC’s Accounts and Trust Statement 2024-25 warned that its licence fee collection enforcement approach was becoming less effective, and that if it was not modernised, the BBC risked compliant fee payers questioning the fairness of the system. Its 2026 report into the BBC World Service warned that the Service was in danger of losing ground to its rivals, driven in part by increased international media spending of state actors such as Russia and China. In autumn 2026 , the National Audit Office (NAO) publishes its report into the BBC efficiency and transformation programme, examining whether it is delivering credible savings while protecting audience value. Proceeding from the NAO’s report, the PAC will take evidence from senior BBC executives, with likely topics including: The balance between cost reduction and audience value; Future challenges and risks; and Lessons learned to date from the programme as it approaches the review of the BBC’s Royal Charter. The Committee will welcome written evidence on these issues in due course.
