Conclusion
The Programme SRO outlined how, given the uncertainties, the Delivery Authority had worked up 30 options to help provide the evidence needed for decision-making. This analysis showed that how the programme was conducted, and on what timescale, had a much greater impact on the cost than scope decisions. Also, approximately 80% of the overall cost related to irreducible safety-critical works, with ‘nice to haves’ therefore only representing a relatively small portion.39
