In response to real-terms reductions in World Service funding, the BBC has implemented three savings programmes since 2022 which cumulatively aimed to save £54.2 million by March 2026.42 The BBC has made savings to date through a variety of measures including the closure of Radio outputs in 13 languages and TV outputs in six languages.43 The BBC estimates these closures directly led to a fall in average weekly audiences of 30 million. Despite the importance of these decisions, the BBC did not clearly document how it ultimately made decisions, including which TV and radio outputs should be closed. This means that it is not possible to evaluate how decisions were ultimately made, or whether a clear and consistent rationale was applied across different regions.44

5.1 The BBC agrees with the Committee’s recommendation. Target implementation date: December 2026 5.2 In line with the changes described in previous answers above, significant changes are also being made to the documentation of decision-making processes around the World Service’s savings programmes. 5.3 Subsequent to the NAO report, clearer criteria for savings decisions – in line with strategic objectives around digital transformation - are established and decisions are being better documented and held in a central repository for easier access. Decision-making and governance forums are being redesigned with roles within those forums being clarified and accountability for decisions strengthened. 5.4 Business cases at World Service level are also being redesigned to mandatorily include sections to demonstrate options analysis as well as alignment with strategic criteria. Clear frameworks to clarify the quality and level of inputs required into the business cases are being developed and communicated to teams.
