The lack of high-quality data was one of the significant challenges and common limitations identified in the Department for Education’s (the Department’s) independent assessments of evaluations of Innovation Programme projects.31 We share the Department’s view that systems that give better information to everyone involved can contribute to a culture of evidence and evaluation “so that people can see much more readily what is working and then put things into practice.”32
