The Department stated that it has a structure where risks are managed across the Weybridge site through its Science Facilities Joint Management Board. It also stated that the Department’s board and executive committee scrutinise the risks and mitigations at the Weybridge site. The Department said that the APHA has responsibility for ensuring that contingency plans are in place for any breakdowns at the Weybridge site.31 The APHA confirmed that it has contingency plans in place to respond to issues such as power outages and containment breaches and that these plans have been agreed with the Health and Safety Executive.32
