Recommendation
We also heard from NHS England that it was moving to a position where the NHS and wider public sector estate should be used for vaccination sites wherever possible, in preference to renting private sector sites. Nevertheless, officials confirmed that established private sector sites with good uptake rates in particular communities would be considered for continued funding.58 This decision does not affect the involvement of community pharmacies in the vaccine programme. However, the Company Chemists Association told us that that sector needed greater certainty about its contribution to allow it to engage in medium- and long-term planning.59
Government Response Summary
The government agrees with the recommendation and aims to implement it by April 2023. NHSE is transitioning to standard financial mechanisms for services, with insights from this informing the long-term vaccination strategy to provide greater certainty and value for money.

3.5 The government agrees with the Committee’s recommendation. Target implementation date: April 2023 3.6 These have also been key considerations throughout the lifespan of the programme and in the initial approach that was taken to vaccine deployment. The considerations outlined have been utilised in planning for the remainder of 2022 and for the future vaccination strategy. 3.7 During 2022-23, NHSE is transitioning to more standard financial mechanisms to pay for services; this is stimulating further development and expansion of delivery models which provide best value for money, with a clear focus on maintaining accessibility with specific funding to support. The learning from this work will form part of the long-term strategy development, to ensure that NHSE continues to build on and improve the value it is able to achieve in delivery of vaccination services.
