The Cabinet Office told us that its Shared Services Strategy is now entering an important phase.13 In the Matrix cluster, plans had foreseen two departments joining shared services in July 2026.14 The Cabinet Office now expects the first two departments (the Cabinet Office and the Department for Culture, Media and Sports) to onboard to Matrix in December 2026 instead, but has offered no explanation as to why onboarding is being delayed.15
