Numerous other boards are involved in shared services decision making despite not being part of the formal governance. These include the Civil Service Transformation Board and the Applicant Tracking System (ATS) board, both of which also make decisions on delivery and managing interdependencies. Clusters have expressed difficulties in using these parallel governance structures to resolve their concerns. In May 2025, NISTA noted that unclear accountabilities and competing mandates between the Shared Services Strategy’s governance structures and other boards meant decision-making was not yet fully developed.43
