Not all central government functions have engaged with NOVA to the same extent, which has directly impacted their readiness to support delivery of shared services. The Government Finance Function and the Grants Management Function are most advanced with implementing converged data and processes across clusters. The Government People Function has not implemented NOVA-converged data and processes across the HR profession in good time. This has caused problems for clusters delivering shared services, notably a year’s delay in the Defence cluster’s HR onboarding of military users.
