The Government, through the British Business Bank, does provide a number of vehicles for channelling finance to SMEs, in particular state-backed loan guarantee schemes. The success of this method in the United States and Germany should tell us something. To match the scale of publicly- backed loan schemes in the US or Germany, Britain’s SME loan scheme would need to be roughly quadrupled - an expansion of about £4 billion. (Conclusion, Paragraph 136)
