The Government should, as part of its forthcoming Industrial Strategy Bill, create statutory micro, small and medium sized enterprise panels. These panels would advise departments on small business policy. A first task for these panels should be to develop metrics for assessing the impact of the SME Plan over the course of this Parliament.
